The 3 foot bill is on the Governor's desk... This site has an easy way for cyclists to send along their support to urge a prompt signing:

Only 3 feet?!
When I was in France the passing distance was 1.5 meters - that's almost 5 feet!
There were signs on the road telling drivers to pass with 1.5 meters clearance.
And another thing - can we get some traffic circles here in California please?
Just support it. The distance hardly matters as, and this is an argument by opponents, it is hard to enforce. Cops won't be driving around with yardsticks to enforce this law. HOWEVER, it tells motorists that they are REQUIRED to give us safe passing distance. Awareness and education is what's needed, and this law forces motorists who have never even been on a bike to make it safe for all. The signage which goes with this law will be an eye-opener as you saw in Europe.
And, if you want traffic circles, Nerius, become active in one of the North County bicycle advocacy groups. The next meeting of BikeWalkSolana, the Solana Beach Bicycle and Pedestrian Advisory Committee, will be Monday, Oct. 1. Be there and get ready to roll up your sleeves...
