How does one acquire a base pass for cycling?

Takes about 30 minutes. Suggest afternoon rather than morning when day workers, contractors etc are attempting to gain access.

Just go to the Visitors Center during the week, closes at 3:30pm, (760) 763-8435. The Visitors Centers is in a pre-fab building to the right of the main Harbor Dr entrance. Just go to the right and through the parking lot. There is a bike rack there. When I got my first one, August 2018, it took about 35 minutes because there were 11 people in front of us. I just renewed recently and the renewal, including waiting in line behind 3-4 people, took just 10 minutes ... ymmv.

Today took 75 minutes. Monday is a bad day.
If your driving licence does not have Federal ID, you will need in addition to your d/l: a US passport or passport card or US 'green card' or VA health id card or SS card and original (plus of copy) of your birth certificate all with matching names or add marriage certificate.
