Looking for Used Bike for commuting

The son of a co-worker has just started college is looking for an old "beater" bike for commuting.  He is in a hilly area and would like a road/touring bike as oppose to a mountain bike.  Here are some specifics:

He's willing to pay up to $100 - so basically he's looking for the rusty, dusty bike in the back of someone's garage - a fixer-upper.
He's 5' 6" (I don't know what size frame that translates to)
He has a hilly 3-mile commute.
